Agenda Item 4.0

Forest View Elementary – 4.01

Forest View students, along with teachers Ms. Janny Holloman and Mr. John David, presented how Forest View students participate in student senate and running clubs that support their own growth and have a positive impact on others. These experiences, along with many other opportunities throughout the year, provide students the chance to learn important leadership and SEL skills.

Agenda Item 5.0

Dual Language Presentation – 5.01
The board was presented with an update on the district’s dual language programs. The report included explanations of the different dual language programs in the district, demographic background and updates on student linguistic profiles, student growth data, and program feedback from parents and staff.

Student Growth Benchmark Report 5.02
The board reviewed the purposes of a number of the district’s adopted assessments in reading, math, & science- specifically, the Fountas & Pinnell (F&P), PARCC, Illinois Science Assessment (ISA), and FAST data. The report also disaggregated the data by reporting Spring 2018 student growth data along with Fall 2018 benchmarking results. Finally, the 2017-18 Board of Education Growth Targets results were reviewed. The student growth presentation also provided an overview of strengths and celebrations for the student data as well as focus areas for continued improvement.

Agenda Item 6.0

Program Fee For Typically Developing Preschool Students: 2019-20 School Year – 6.01
The 2018-19 school year rate charged to families with typically developing children attending the CCSD59 preschool programs (4 days per week) is $226 per month for a total of $2,260 per year. The administration recommends a 3.10% increase to the fee for 2019-20.

The proposed fee would be as follows:

  • 4-Day: September – June: $233 per month ($1,165 per semester, $2,330 per year)

The board is scheduled to vote on this fee at the January 14, 2019, board meeting.

K-8 Instructional Materials Fees: 2019-20 School Year – 6.02
The board discussed maintaining or eliminating the Instructional Materials Fees for the 2019-20 school term which would be used to offset a portion of the cost of instructional materials and supplies. Students who have qualified for a waiver are not required to pay these fees.

The proposed fees for the 19-20 school year are as follows:

  • $35 Instructional Materials Fee for half-day kindergarten students
  • $55 Instructional Materials Fee for full-day kindergarten through fifth-grade students
  • $65 Instructional Materials Fee for sixth through eighth-grade students

The board is scheduled to vote on these fees at the January 14, 2019, board meeting.

Junior High School Extracurricular Participation Fees: 2019-20 School Year – 6.03
The board discussed the Junior High School Extracurricular Participation Fees for the 2019-20 school term which will be used to offset a portion of the cost of materials and supplies for extracurricular activities. Students who have qualified for a waiver are not required to pay these fees.

The proposed fees for the 19-20 school year are as follows, which would not be increased from the 18-19 school year:

  • Basketball $30.00
  • Cheerleading $30.00
  • Cross Country $15.00
  • Spirit Squad/Pom Poms $30.00
  • Soccer $30.00
  • Volleyball $30.00
  • Wrestling $30.00

The board is scheduled to vote on these fees at the January 14, 2019, board meeting.

Suggested Modifications for Board Policy 8:25 – 6.04
The board discussed making modifications to CCSD59 Board Policy 8:25, Advertising and Distributing Materials in Schools Provided by Non-School Related Entities. Suggested modifications can be viewed here.

Board Policy Revisions – Press Update #99 Template – 6.05
The discussion for the board policy revisions was postponed until the next board meeting.

Update on Definitions of Board Agenda Items – 6.06
The board continued the discussion on the definitions of items that appear on CCSD59’s board meeting agendas. The updated definitions of the terms can be found here.

Public Charge Rule – 6.07
The board discussed the proposed changes to the Public Charge Rule. The board discussed the potential negative impacts the proposed changes could have on CCSD59 students and families as well as possible actions the district can take to provide legislative feedback about the proposed change.

Survey Updates – 6.08
The board received an update about both the parent survey administered this fall as well as the staff survey recently administered. The board will receive a more detailed report about the parent survey data at the January 14, 2019, board meeting. The board will also continue to discuss the staff survey results and the follow-up committee work that will take place based on staff feedback.


Action Items

Agenda Item 9.0

Award of Bid for Paper – 9.01
CCSD59 issues a paper bid once each year for a quantity projected to meet one year’s needs. This year the bid is for xerographic and vellum paper.

The board approved the lowest conforming bids submitted by Veritiv Operating Company with a bid of $72,465 for xerographic paper and by Midland Paper Company with a bid of $9,930.75 for vellum paper.

Adoption of 2018 Tax Levy – 9.02

The board approved the tax levy resolution, and for this year, CCSD59 is requesting a levy increase of 3.84% for tax capped funds. This is not a requested property tax increase of 3.84% for property owners within the district, but rather, a requested increase on all tax capped funds. For a homeowner in CCSD59 with a home value of $250,000, this levy increase would result in an estimated $3 increase in their annual tax bill.

Authorizing Reduction of Certain Fund Levies – 9.03
The board approved a certificate of tax levy for the 2018 levy year with the County Clerk of Cook County. Public Act 89-01 subjected Cook County school districts to the Property Tax Extension Limitation Act (PTELA) for the 2018 levy year and imposed a limit on the increase in tax extensions from the 2017 levy year to the 2018 levy year.

The board authorized and directs the County Clerk to make the necessary reductions to the district’s tax levy for the 2018 levy year in order that the levies by fund shall be no less than the following amounts as indicated:

  • Education $69,000,000
  • Special Education      $950,000
  • Building   $6,000,000
  • Transportation   $3,750,000
  • Working Cash      $0
  • Municipal Retirement   $1,750,000
  • Social Security   $1,250,000

If any additional reductions are required to be made to the School District’s tax levy beyond those projected and specified by the Board of Education Section 2 above, 100% of the reductions shall be made to the Operations & Maintenance Fund.

Approval for Juliette Low Elementary School to Register with Operation Warm, Inc. for Winter Clothes – 9.04
The board approved Juliette Low Elementary School‘s request to register with Operation Warm, Inc. If Juliette Low is selected through the registration process, they will be provided a donation of $1,200 worth of winter coats, hats, gloves, and snow pants to stock the Juliette Low and Holmes Junior High Snowflake Store with clothing.

Approval of TJMaxx Toy Donation to John Jay Elementary School – 9.05
The board approved the donation of toys from TJMaxx with an estimated value of $900. This donation will help support the Toy Drive at John Jay Elementary School.

Approval of Donation from Operation Warm, Inc. via Horsemen Hoops Basketball Skills Academy for Winter Coats to Byrd Elementary School – 9.06
The board approved the donation of winter coats from Operation Warm, Inc. via Horsemen Hoops Basketball Skills Academy to Byrd Elementary School. This donation of coats has an estimated value of $1,944.

Approval of Donation from Operation Warm, Inc. via Horsemen Hoops Basketball Skills Academy for Winter Coats to Salt Creek Elementary School – 9.07
The board approved the donation of winter coats from Operation Warm, Inc. via Horsemen Hoops Basketball Skills Academy to Salt Creek Elementary School. This donation of coats has an estimated value of $1,944.
